Minutes March 2021

Matters Raised in the Public Forum

No members of the public in attendance.

The council meeting commenced at 7.00 pm

01/21 TO RECEIVE AND RESOLVE TO ACCEPT APOLOGIES OF ABSENCE:

No apologies were received.

 

02/21 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011:

There were no declarations of interest.

03/21 MINUTES OF MEETING – 1st September 2020

It was proposed by Cllr Barrow and seconded by Cllr Fotheringham that the official minutes of meeting held on the 1st September 2020 are approved as correct records and signed by the Chairman. Resolved.

 

04/21 TO RECEIVE REPORTS FROM CLLRS MILNE AND BUTROID:

Cllr Milne’s report.

All meetings at WLDC have been carried out as normal remotely.

The approved budget is out for 2021 and is available for viewing on WL website.

All Councillors have refused a pay rise as this would put more financial pressure on the Councils                                    expenditure. Increase in Council tax 2021 by 2.5%.

There have been more requests for green bins which is making a steady income.

 

Cllr Butroid’s report.

LCC County tax rise by 2%.

Waste disposal open for all waste but still need to book.

Launched business support.

£12.000.000 put aside to help businesses and groups and another £12.000.000 put aside for road                 maintenance and potholes.

Corringham Road junction now completed as well as various other road improvements.

 

05/21 UPDATE ON RUBBISH DUMPED ON TRAVELLER SITE:

The clerk brought Cllr’s Milne and Butroid up to speed with the situation regarding rubbish being              dumped on a regular basis on the traveller site.

The Environment Agency have passed it back to West Lindsey District Council to be dealt with.

Basically, saying they are too busy with bigger problems at the moment so are unable to progress            with this case.

Nigel Perium, the West Lindsey environment officer is still trying to get the EA to deal with it.

The clerk has been sending regular updates and pics on any further waste being dumped.

After a conference call with the EA, it was suggested to Nigel to get the ASB team involved.         

Cllr Milne suggested writing again to Sir Edward Leigh. Cllr Butroid suggested writing to the Chief            Executive.  Action required by the Clerk.

 

06/21 UPDATE ON FOOTPATH UP TO THE CHURCH:

The repairs to the broken slabs were replaced and some repair work by Mark Rose.

Work completed and £35 less than the original quote. Resolved.

 

07/21 FOOTPATH 50:

Footpath 50 runs up from Church Road to the Burial Ground and allotments. During wet conditions the path gets seriously waterlogged, making it impassable.

An email was sent to Countryside Access to inquire if a suggestion put by a resident would be possible.

The suggestion was to: “lay a small filter drain at the bottom of the bank down to the surface water manhole at the bottom of the footpath on Church Road, along with some stone to fill the very low spots would assist in removing the water”.

The response was that this was a job that couldn’t be proposed at the moment.

This was discussed and all agreed to organise a site meeting with Chris Marsh from Countryside Access.

Action required by the clerk.

 

08/21 JACK BOWLES LITTER PICKING:

Jack Bowle’s litter picking for 6 months towards his Silver Duke of Edinburgh Award is ending at the beginning of April.

He has suggested another group litter pick with the Councillors on Long Lane. This will take place either the second or third weekend in April. Several Councillors have volunteered to help as well as Cllr. Jessie Milne and Cllr. Richard Butroid and other members of the public from Upton and Kexby.

 

09/21 HIGHWAYS ISSUES:

All the following have been reported and addressed by Steve Hudson from LCC Highways

The road from Upton to Knaith Park from the junction of Long Lane, is badly in need of resurfacing. It is beyond filling potholes in. Also, the main road from Upton into Kexby is in a similar state. Cllr. Butroid said he would raise this with Steve Hudson.

Cllr. Barrow asked Cllr. Butroid if the hedge that ran alongside Padmoor Lane belonged to Highways or the owner of the land.  Cllr. Barrow stated that in his opinion the road is in a poor state because during icy conditions the hedge is over shadowing the road so it never thaws out.  Cllr. Butroid said he would check this out also.

Cllr. Anne Fotheringham emailed the Clerk asking for the trees on High Street that run along the bank could be possibly be cut back. A request to highways was sent in and Steve Hudson promised that they will be considered for pruning and crowning when the season is ok for doing so.

Steve Hudson also informed the Clerk that the flooding issues on Church Road had not been abandoned, and that a crew will investigate the underground piping system with a camera.  Unsure of how soon this will be though.

 

10/21 FINANCIAL ISSUES:

The Clerks salary was proposed for approval by Cllr. P Fotheringham and seconded by Cll.r McDaniel. Resolved.

All payments and receipts were approved. Resolved.

 

11/21 PLANNING APPLICATIONS FOR CONSIDERATION:

142370. The Glebe. Extension. No objections from the Parish Council.

 

12/21 TO RECIEVE PLANNING APPLICATION DECISIONS:

141621. 1& 3 Padmoor Lane. Permission granted.

141949. 28 High St. Permission granted.

141948. 28 High ST. Permission granted.

142034. Lodge Lane. Permission granted.

142078. Land Church Rd. To remove condition 9. Refused.

 

The Chairman commented on how pleased he was that we were able to hold this meeting as normally the internet connection is usually so slow or dropping out.  The opportunity was taken to point out to Cllr. Butroid the position we are in as regards obtaining Fibre Broadband to Upton.  He promised to check out the situation with the Gigabit Vouchers. 

 

The Chairman closed the meeting at 7.55 pm.  The Annual Meeting will be held on the 18th May 2021.
