Flooding on the road near the phone box (already reported)
Church Road flooded again
Lack of visibility for the Defibrillator located at The Rose and Crown. Clerk to chase up L.I.V.E.S
Grass still being driven on by certain vehicles opposite the Chapel
An enquiry has been made to erect a plaque in memory of Richard Carter. No objections from all Councillors.

03/23 Minutes of the meeting 8th November 2022:
It was proposed by Cllr Smith and seconded by Cllr Barrow. That the official minutes of meeting held 8th November 2022 are approved as correct records and signed by the Chairman. Resolved.
04/23 Footpath up to the Church Update:
This area has now been cleaned by Cllr Spittlehouse. Resolved.
05/23 Solar Farm Update:
A meeting at Glentworth Village Hall was attended by Cllrs Spittlehouse, Fotheringham and Elvidge in November 2022.
The object of this meeting was to try and gather as much support from the local parishes as possible.
Upton Parish Council is supporting the 7000 Acre group which has been set up to raise awareness of the local impact these industrial size solar farms will have on our surrounding area.
We were all asked to write our own letter of objection to the Planning Inspectorate as and when the planning application is submitted.
A letter has been compiled and sent to all Councillors for approval.
In a letter from the 7000 Acre group, the PC was asked whether or not we would support their latest statement to be sent to the inspectorate. It was agreed to support.
A follow up meeting at Glentworth is to be held on the 24th January at 7.30pm.

07/23 Election:
Elections will take place on the 4th May 2023
On 9th May the terms of office of all councillors will come to an end. If they wish to stand again Nomination Papers must be completed and submitted.
Any candidate wishing to withdraw from standing for election must do so by 4.pm 4th April 2023.
Following the close of nominations, 4th April, if there are fewer than, or the same number of candidates to seats, they will be declared elected uncontested.
If there are more validly nominated candidates than seats there will be a poll on the 4th May.
Because of the elections and the Clerks absence from duty on the first 2 weeks of May, the annual Parish Council meeting will take place on the 16th May 2023.
The Annual meeting of the Parish will be held on the 18th April 2023.
08/23 Platinum Jubilee Village Hall Funding:
The Clerk had received an email from West Lindsey District Council regarding this funding for Village Hall improvements. This was forwarded to the Clerk of the Village Hall Committee and has been brought to their attention at their last meeting held on the 9th January 2023. by Cllr Spittlhouse who was representing.
09/23 Financial Issues:
The Clerks salary for period November/December 2022 was proposed for approval by Cllr Rushton and seconded by Cllr Fotheringham. Resolved.
Payments made since 8th November 2022.
Proposed by Cllr. McDaniel and seconded by Cllr Elvidge to accept. Resolved.

10/23 Precept final submission:
At the meeting held on the 8th November 2022 an estimated precept of £9,000 was agreed.
Clerk to submit this as the final figure to West Lindsey District Council. Resolved.
11/23 Crime Report:
One crime in Upton in November. Break into a resident’s garage with items taken.
12/23 Village Hall report:
Cllr Spittlehouse attended the meeting held on the 9th January 2023.
Finances are as: Current Acc. £1.696. Savings Acc. £17,035.
Craft Fair made £306.
Electrical inspection February 2023.
Jumble Sale 15th April 2023.

Fibre broadband to be provided free of charge from Quickline in return for use of the hall freom time to time.
Quotes are being sought after for the planned extension. Upton PC agreed to apply to planning as and when. Next meeting Mon 13th March 7.30.
