Minutes September 2023

Held on the 5th September 2023

Absent:  P Rushton.

Matters Raised in the Public Forum

Resident enquired whether the ivy had been cut down from a tree that was brought to the attention of the council in a previous meeting.  Cllr Elvidge informed the member of the public that it had been cut but doesn’t always die off immediately.

 

Jane Scott a committee member of the Village Hall addressed the meeting regarding the planned new kitchen for the Hall.  A grant is being applied for and they are in the process of obtaining quotes.

It was asked if the Parish Council were in agreement of their plans and for a letter of agreeance confirming this, could be arranged.

73/23     To receive resolve to accept apologies of absence:

The clerk had received apologies of absence from Cllr Rushton and Cllr Bailey. Apologies accepted.

74/23     To receive declarations of interest under the Localism Act 2011:

No declarations of interest.

75/23     Minutes of the meeting 4th July 2023:

It was proposed by Cllr Fotheringham and seconded by Cllr Elvidge, that the official minutes of the meeting held 4th July  2023 are approved as correct records and signed by the Chairman. Resolved.

 

76/23     Church Road Public Footpath update:

The work on the footpath is now complete.  The clerk had not heard back from West Lindsey regarding any possible grant for this.  All Councillors agreed what a good job John Hewitt had done and has made a tremendous difference.  Resolved.

 

 77/23    Community Speedwatch Update:

                The 3 volunteers had received their training with PC Padgett and had signed an indemnity form.

                Awaiting to hear further from Cllr Bailey regarding suitable places to hold the speed watch.

 

78/23     Proposed dog exercising area:

The meeting proposed for the 12th July with Kexby Parish Council, to hear from the resident who was asking for a dog exercise area was cancelled. The playing field committee had considered this proposal and decided that it just wasn’t viable.  Resolved.

79/23     Post Office Update:

A poll was taken on the Upton Facebook group regarding whether or not people would use the Post Office if another Outreach provider could be found. 

The results were:  Post reach  640. 68 Votes in total.   Regularly : 22 votes.  Occasionally:  44 votes. Never: 2 votes.

The Clerk has been trying to reach the Postmaster that runs Stow P.O. to see if he is still willing to take it on if allowed. No response from email or phone call.  Clerk to try a couple more times. Action required.

 

80/23     Bus shelter update:

Repairs to the roof now complete.  Awaiting the contractor to clean them both.   Resolved.

 

81/23     Lighting of the Beacon for 6th June 2024:

All members agreed that we should participate, Cllr Fotheringham to check with Stuart for lighti           

Members to consider what else we could put on for the evening.

Village Hall provisionally booked.  Action required.

82/23  Financial Issues:

The Clerks salary for period July/August  was proposed for approval by Cllr Smith and seconded by Cllr McDaniel. Resolved.

 

83/23  Planning application breach:

Planning application 144095 has been breached.  This planning application was refused by planning, but the applicant has proceeded with the building of Annexe 1.

Planning enforcement has opened a case and will be investigating.

 

84/23  To receive planning application decisions:

            147205 Ext High St. Granted.

 

85/23  Village Hall report:

            Cllr McDaniel was in attendance.

            Plans for kitchen improvements still ongoing.

            Floor now done and will be maintained every 6 months.

            An inventory has been done on all cutlery and crockery.

            There is now a timer for electricity.

            Outreach Post Office now finished. They still have outstanding rent to pay.

            Jumble sale 30th September

            Xmas Fayre 19th November.  

            Next meeting 2nd October. Cllr McDaniel to attend.

 

The meeting closed at 8.0pm.
