Minutes March 2023

Held on the 7th March 2023

13/23     To receive resolve to accept apologies of absence:

Apologies received from Cllr. Elvidge and Cllr. Milne

 

14/23     To receive declarations of interest under the Localism Act 2011:

There were none

 

15/23     Minutes of the meeting 10th January 2023

It was proposed by Cllr Rushton and seconded by Cllr Barrow, that the official minutes of  meeting held 10th January 2023 are approved as correct records and signed by the Chairman. Resolved.

 

16/23     Defibrillator update:

The clerk had checked with LIVES regarding the visibility of the defib brought up by a member of the public at the last meeting.  Assurances were made by LIVES that they have no concerns over this as the defib is registered on a national database system, so anyone calling 999 would be told of the location. Clerk passed the email from LIVES to the member of public concerned. Resolved.

 

17/23     Footpath 50 flooding issue:

                An email had been received regarding the state of this footpath at the moment.

LCC have been contacted on several previous occasions with the flooding, but have no funds available to correct the problem.  This complaint has been noted and the PC is aware.

Cllr. Smith suggested that we could probably use the community fund that Quickline are offering, to pay for some gravel to help alleviate the flooding.  Clerk to enquire to Quickline and ask LCC for permission to carry out the work.  Cllr. McDaniel to ask for a quote from the company that she works for subject to obtaining permission  and the community fund will cover it.  Action required.

 

18/23     Solar farm update:

                The Cottam Solar project has now entered the pre-examination stage with the planning inspectorate.

                Upton PC has registered as an interested party and made a relevant representation.

                Gate Burton has also entered this stage and Upton PC will be taking similar action. Action required.

 

19/23     Clothes Bank:

In a circulated email received regarding a clothes bank for the community, this was discussed and all councillors were in agreement to pursue. A suitable location would be at the village hall. Any money generated will be given to the village hall funds.  This will be put to the village hall committee at the next meeting. Cllr. Fotheringham to attend. Action required.

 

20/23     Election papers:

All councillors present were issued election papers and to be returned to the clerk by the 20th March so they can be submitted to West Lindsey. 

 

21/23     Financial Issues:

The Clerks salary for period Jan/Feb 2023 was proposed for approval by Cllr Rushton and  seconded by Cllr Smith. Resolved.

 

22/23     Payments made since 10th January 2023

Proposed by Cllr. Rushton and seconded by Cllr Smith to accept.  Resolved.

23/23     Planning Applications for consideration:

                144574 Land East of Church Rd.  Appealed.

 

24/23     Planning Applications decisions:

                146070 The Forge. Padmoor Lane.  Granted.

 

25/23     Crime report:   

                2 x cast iron urns taken from front garden Upton.

 

26/23     Village Hall report:

A request for a donation towards the village hall’s flooring refurbishment was considered.  It was agreed to offer £750 which was already precepted for.

                The next meeting is on the 13th March. Cllr. Fotheringham to attend.     

               

27/23     Coronation:       

This was discussed at length by all in attendance. A proposal for a scarecrow competition was considered and accepted. Scarecrows to be displayed on the village green and prize money will be donated by the PC.

Clerk to compose and distribute flyers. Cllr McDaniel to ask Hugh to judge and present the prizes.

Bunting to be placed all around the village green and arrange for the phone box to be decorated with a coronation theme.
