MINUTES OF UPTON PARISH COUNCIL MEETING HELD on 4th SEPTEMBER 2018
 
PRESENT: Don Spittlehouse. Pete Rushton. Lynne Alsop. John Alsop. Brenda Moden. Stuart Barrow. 
Patrick Fotheringham.

APOLOGIES OF ABSENCE:  Cllr. J Milne.
PUBLIC TIME:
• A member of the public asked about the hedge on Heapham Rd.  This was reported previously to Highways, waiting for the annual hedge trimming. Will monitor the situation.     Salt bin missing from the corner of Cow Lane and Heapham Rd. Clerk had previously reported it missing as well as the Upton signpost damaged.
• Two residents had voiced concerns to D Spittlehouse over overgrown hedge alongside the Church yard near the bus shelter.  Immediate action was taken by D Spittlehouse who trimmed the offending branches.  It was also commented on that the whole hedge needs cutting back as it is covering a public highway sign of an approaching concealed entrance.  P Rushton as Church warden agreed to take the matter in hand.
• It was also mentioned that a hedge on Church Rd. going down towards the burial ground, was very overgrown onto the road. This causing vehicles to scrape past possibly damaging cars. D Spittlehouse to have a friendly word with the resident.  The hedge opposite the council house also getting overgrown.  This land having just been sold, can only monitor this at the present time.
 
034/18 DECLARATIONS OF INTEREST: 
• D Spittlehouse declared an interest in Clerks wages and expenses.
 
035/18 MINUTES FOR APPROVAL FROM MEETING HELD ON 10TH JULY 2018 and  22nd MAY 2018         
• Minutes were approved and proposed by P Rushton, seconded by L Alsop and signed by Chairman D Spittlehouse.
 
036/18 MATTERS ARISING FROM PREVIOUS MEETING
• Speed Sign Update.   SID was installed on the 17th August.  The first location was outside Old Hall Farm. Kexby Parish Council agreed for Upton to hold onto it until 1st October when hopefully their  extension poles will have been fitted.   Software has been installed onto the Clerk’s PC. Data will be downloaded when the device is being charged and the location moved. This information will be made  available.  It was agreed to take it down on the 5th August for recharging, it will then be relocated to Lodge Lane.    4 more 30mph passive notices had been ordered by the Clerk, normally at a charge of £10 each.  No cost to the Council this time.  1 to be placed opposite Old Hall Farm and 1 halfway down Padmoor Lane on a telegraph pole entering the village and 3rd on the village green telegraph pole.
 
• Parking on village green.    The Clerk had spoken to Highways regarding a “Keep off the grass” sign.  Unfortunately it was a negative response on this.  S Hudson will ask his superiors to check, but doesn’t seem like it will be a viable option.  This was discussed with the Councillors.  It was agreed at this stage that nothing can be done, but in the meantime to fill the ruts in with top soil and re-seed it with grass.  Hoping the grass will grow back and may deter anyone from parking their cars on it.  This to be arranged with D Spittlehouse and J Alsop.
 
037/18 FINANCE
• Clerks wages and expenses.    Approved and signed by Chairman D Spittlehouse and witnessed by P Fotheringham.
 
• Cheques for signing.   Kexby Parish Council £174.50.    S Hindley £200.   D Thomas £120.
 
038/18 PLANNING APPLICATIONS
• 137830  Cols Mere. Refused by WLDC.
• 137966  Threeways. Heapham Rd. Refused by WLDC.
• 138014  Land Adj Churchfield. Granted by WLDC.
• 138147  Land rear of 1 Church Rd.  No observations made from Upton Parish Council.
039/18 VILLAGE HALL REPORT
• P Fotheringham attended the meeting held 19th July 2018.  Finances good. Still considering a smoking shelter.  Bingo for adults and children are planned for the Autumn, as well as a Jumble sale and Macmillan coffee morning.  Next meeting to be notified, S Barrow to attend.
040/18 CRIME REPORT
• Non to report in Upton.
041/18 CLERKS CORRESPONDENCE
• Notice board prices.  The Clerk had been researching different notice boards to either replace the one on the Chapel wall or have one placed somewhere else.  Information was circulated to the Councillors re price and design.  Suggestion to take a look at the one in the bus shelter and possibly replace it with a bigger one, enabling all Parish and Village news to be in one location.  This will be looked into before the next meeting.
042/18 ANY OTHER BUSINESS
• P Fotheringham mentioned the latest update on the Burial Ground.  2 new plinths are now in place and the gates are still pending.  A suggestion was made to ask S Hindley for any advice or whether he was able to repaint them. This will be brought up at the next burial ground meeting.
