MINUTES OF A MEETING OF THE PARISH COUNCIL

Matters Raised in the Public Forum:
 
The following issues were mentioned
 
• The phone box for not being decorated for the past 3 months.
• The burial ground gates looking rather shabby. Cllr. J Alsop responded. Advice had been given to him about a solution that they could be treated with.  Cllr. Fotheringham to inquire and to bring it up at the next burial ground meeting.
• Conifer hedge on footpath between Ave A and Church road overgrowing onto footpath. Cllr. Spittlehouse agreed to advise the resident whose hedge it is.
• Lime trees that were cut down 2 years ago on village green, are they going to replace? Bloomers might contribute to planting more trees.
 
The meeting commenced at 7.15.pm.
 
013/19 APOLOGIES:  
The Clerk advised that apologies for absence had been received from Cllr S Barrow. (Holidays)
The council note the absence of Cllr S Barrow and approve the reasons given.  Resolved.
 
014/19 MINUTES OF MEETING 8TH JANUARY 2019 AND EXTRAORDINARY MEETING 12TH 
FEBRUARY 2019.
It was proposed and seconded to accept the notes as a true record. Both signed and dated by
Chairman D Spittlehouse. Resolved.
 
015/19 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 
Cllr. Spittlehouse declared a pecuniary interest in Clerks salary.  Item 6 a) on the agenda.
Cllr J Alsop and Cllr L Alsop declared a non-pecuniary  interest in planning application 138782 Item 7 on the 
agenda.
 
 
 
016/19 TO RECEIVE REPORT FROM CLLR J MILNE
 
Latest in WLDC:  Rise in council tax just short of 2%.
Premises that West Lindsey own are generating considerable income.
WL has been nominated for funding from a 33 million pot.
 
017/19 MATTER ARISING FROM MEETING 8TH JANUARY 2019
 
A grit delivery was made and up to present 1 resident made a request for some.
Keep off the grass signs has been made and in situ. Resolved
The first aid course went well with 9 in attendance.
New Parish notice board has been erected. Many thanks to Cllr Barrow. Resolved.
 
018/19 FINANCIAL ISSUES 
 
a) Clerk’s Salary.
The clerk’s annual salary was accepted and approved. Signed by chairman D Spittlehouse and witnessed by Cllr P Fotheringham. £1.782.28 Resolved.

020/19 PLANNING APPLICATIONS FOR CONSIDERATION
 
138782:  Land adjacent 4 Padmoor Lane.  Application for approval of reserved matters for the erection of 1 dwelling. No objection/comments from council. Resolved.
 
 
139031: Longleys. Padmoor Lane. Application to vary condition 8 and 9 re- occupancy.
All councillors unanimous in objecting on this application. Clerk to send a letter of objection to West Lindsey Planning. Resolved.
139091: Col’s Mere. Log cabins. To vary conditions 3 and 4 re- surface and foul water. No objection/comment from council. Resolved.
138867: Land South Churchfield. Church Road.  Following outline planning 136385 Granted.     No objection/comment from council. Resolved.
 
021/19 PLANNING APPLICATION DECISIONS
 
138896: Land East Church Road. 5 Dwellings. Objection letter sent. WLDC decision granted with conditions. Resolved.
 
022/19 VILLAGE HALL REPORT
 
Cllr Moden was representative at the meeting held January 2019.
Bank balance healthy.  Quote for a smoking shelter had been approved £1.200. 
New fire door is needed.
Cllr. L Alsop to represent at the next meeting.
 
 
023/19 CRIME REPORT
 
One incident to report on in Upton for January and February.
• Car abandoned, found with windows smashed when owner returned.
 
024/19 CLERKS CORRESPONDENCE INCLUDING PREVIOUSLY CIRCULATED BY EMAIL
 
New Councillors training evening
This is to be held at the Guildhall. Tuesday 18th June 6.0 pm to 9.0 pm
Cllr. Moden and Cllr. Rushton will attend. Maybe Cllr Barrow. Clerk to book 3 places.
 
Road Closure
Church Road will be closed 27th to 29th March.  Clerk has placed notification in Parish noticeboard.
 
Somerby alignment request
A request had been received from a resident of Somerby to put it to the Council to have the
Boundaries changed so that Somerby would come under Upton Parish Council instead of
Corringham. The Councillors were unanimous in their decision that they were not in favour.
 
Election home address form
All Councillors completed the home address form. All Parish Council election forms have 
been completed and checked. Clerk to take all nomination papers into West Lindsey. 
Resolved.
 
025/19 NEIGHBOURHOOD PLAN
 
The Councillors discussed the possibilities of a Neighbourhood Plan.
It was agreed that a committee needs to be formed and to find out how many residents would
be interested. Councillors to let the clerk know if anyone comes forward and to put it in the next
newsletter. One interest so far. Clerk to find out more information from the Senior Neighbourhood      Planning Officer at west Lindsey.
 
026/19 GRASS CUTTING
 
All Councillors in favour of using the same contractor as in previous years. Resolved
 
027/19 SID POST
 
The clerk informed the Councillors that the new post for Padmoor Lane was scheduled for early 
April. Resolved.
 
 
 
The Chairman closed the meeting at 8.37pm.  Date of next meeting to be held will be the annual meeting 14th May 2019.
