MINUTES OF THE PARISH COUNCIL MEETING
Held on the 16th July 2019
PRESENT: Cllr D Spittlehouse. (In the Chair)
Cllrs: P Fotheringham. L Alsop. J Alsop. B Moden. P Rushton. S Barrow.
Parish Clerk: L Holman.
ALSO PRESENT: 9 members of the public.
ABSENT: All Councillors present.
Hayley Sylvester from Quickline gave a talk to the Council and members of the public regarding their Rural Gigabit Connectivity scheme.
Matters Raised in the Public Forum
The following issues were mentioned:
• It was questioned to the Council why we can’t have a speed indicator sign like Marton. Cllr Spittlehouse explained that the one in question is on a main road and therefore is provided by highways.
• Complaint about constant dog barking. This is on the agenda to be discussed.
• The secretary from the village hall asked the Council if we are willing to apply for a planning application for an extension on the village hall so we can claim 50% discount. It was agreed by all Councillors to comply. Secretary will contact the clerk when the application is ready to be submitted.

056/19 TO RECEIVE AND RESOLVE TO ACCEPT APOLOGIES OF ABSENCE:
The clerk had received apologies from Cllr J Milne and Mr Stoneman.
057/19 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011:
There were none.
058/19 MINUTES OF MEETING – 14th MAY 2019:
It was proposed, seconded and Resolved: That the official minutes of meeting held on 14th May 2019 are
approved as correct records and signed by the Chairman.
059/19 REPORT FROM CLLR MILNE:
No report.
060/19 REPORT FROM CLERK/CHAIR: TO INCLUDE:
Correspondence received including previously circulated emails.
061/19 BUS SHELTER CLEANING:
R Wilkinson was contacted and both shelters cleaned. Resolved.
062/19 BENCH RESTORATION ON CORNER COW LANE:
Cllr Spittlehouse spoke to Mr Hutchinson and he agreed to arrange the restoration with Simon Hindley.
Action taken in progress.
063/19 TO DISCUSS CHURCH ROAD CONCERNS WITH HGV’S:
Cllr Spittlehouse had received a complaint from a resident on Church Road regarding an incident with a
pedestrian and an HGV. The incident was reported to Highways and the police, where an incident number
was given. The resident was concerned with all the HGV’s coming down Church Road since building work
started in that area and to whether some restriction could be put on. It was proposed that the clerk to
write to highways to see what could be done. Action required.
064/19 TO DISCUSS DOG BARKING COMPLAINT:
Cllr Spittlehouse received an email from a resident on Lodge Lane concerning constant dog barking.
The same resident had complained last year to the clerk and was given advice on what action he could
take. The Councillors discussed what we could do and it was agreed that we should wait to see how many
more complaints we receive before any action is taken. Clerk will keep the councillors informed.
065/19 TO DISCUSS LONGLEYS PLANNING BREACH UPDATE:
The clerk had been informed from the planning enforcement officer, that the owner had agreed a
site visit. No further updates.
066/19 TO DISCUSS OLD PARISH COUNCIL NOTICEBOARD:
It was suggested that we give it to the village hall if they wanted it to replace theirs. If not to be tipped.
Resolved.
067/19 REPORT OF POTHOLE AND HEDGE ON PADMOOR:
Reported to clerk by Len. Clerk reported both to Highways. Resolved.
068/19 PROBLEM WITH POST OFFICE INCONSISTENCY:
Clerk had reported the problem to Cllr Milne. A letter had been received by the clerk, dated 7th June from Sir
Edward Leigh, who has written to Mark Sturgess at West Lindsey on our behalf, asking him to look into
our concerns. Awaiting a response.
069/19 PUBLIC BRIDLEWAY:
The clerk had previously circulated email concerning the reinstating of a public bridleway asking for any
information to support the application. No comments were received.
070/19 TREES OVERGROWN ON BANK NEAR COUNCIL HOUSES:
Clerk has reported over hanging branches on the footpath and raised concerns of the height of the trees.
In progress.
071/19 TO APPROVE CLERKS SALARY AND EXPENSES FOR PAYMENT:
The Clerks salary and expenses for period May/June 2019 was accepted and approved. Resolved.

074/19 PLANNING APPLICATIONS FOR CONSIDERATION:
139555. 4 Dwellings on land adjacent 4 Lodge Lane. No objections or observations from the Council. Resolved.
075/19 TO RECEIVE PLANNING APPLICATION DECISIONS:
139400. 1 dwelling land adjacent Three ways. Heapham Road. Permission granted. Resolved.
076/19 VILLAGE HALL REPORT:
Cllr L Alsop attended the meeting held on the 24th June.
No improvement of Post Office attendance.
Chairman resigned.
Fire door in hand.
Cigarette stubs boxes to be moved to discourage smokers away from the entrance.
V.E. Day celebrations celebrtions next May. Hall to be kept free.
Cllr J Alsop attended the meeting held in the 15th July.
New chairman to be elected next year. In the interim committee members will take it in turns.

Stuart Dunnderdale to cut grass. Allison Cope to do the cleaning.
Plans for extension to store room. Estimated cost £19 – £20k.

077/19 CRIME REPORT:
1 report of a crime in Upton.
Known intoxicated man jumped on victim’s car breaking wing mirror.
078/19 NEIGHBOURHOOD PLAN UPDATE
A meeting with Mel Banham who is Chair for Sturton by Stow NP is being arranged for Wednesday 24th July.
All those who expressed an interest from Upton have been informed.
079/19 EMAIL FROM A RESIDENT NOT INCLUDED IN THE AGENDA:
An email received by the clerk and had been previously circulated before the meeting.
Resident from Hawksland Close concerned over increased traffic that is travelling too fast on Cade Lane.
Cllr Spittlehouse agreed to ask Mr Daniels if he would mind putting a slow sign on the lane for visiting
traffic to warn them of dog walkers etc. Action required.
The resident also asked if it was possible to have a speed restriction on Hawksland itself.
Clerk to write to highways. Action required.
Also lack of Post Office. Clerk to inform resident that action is in progress.
The meeting ended at 9.0 pm.
