UPTON PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL MEETING 
Held on the 10th September 2019

ALSO PRESENT:  1 member of the public.
 
ABSENT: All Councillors present.
 
Matters Raised in the Public Forum
 
The following issues were mentioned:
• Increase in dog fouling in Cade Lane.
• Branch hanging off one of the trees opposite the Chippy.
• Thanks for were given for those concerned in cutting the hedges on the footpath between Ave B and Church Road. Very much appreciated to the residents concerned.

080/19 TO RECEIVE AND RESOLVE TO ACCEPT APOLOGIES OF ABSENCE:
The clerk had received apologies from Cllr J Milne.
 
081/19 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011:
There were none.
 
082/19 MINUTES OF MEETING – 16th July 2019:
It was proposed by Cllr Fotheringham and seconded by Cllr Rushton that the official minutes of meeting held on 16th July 2019 are approved as correct records and signed by the Chairman. Resolved.
 
 
083/19 REPORT FROM CLLR MILNE:
No report.
 
  REPORT FROM CLERK/CHAIR: TO INCLUDE:
Correspondence received including previously circulated emails.
 
084/19 MEMORIAL BENCH ON CORNER COW LANE:
Mr Hutchinson had arranged for the bench to be re-stained by Mr S Hindley. A thank you letter to be sent 
by the Clerk. Resolved.
 
085/19 UPDATE ON CHURCH ROAD RE- HGV CONCERNS:
The Clerk had received a reply from Steve Hudson of Lincolnshire County Council Highways stating that:
There is little they can do to help with this issue. Only weight restrictions can be applied if there is a weak
structure for example, and the unsuitable for HGV signs are purely advisory and in rural Lincolnshire off
the main network.   The resident that brought this issue to the Council’s attention has been informed of the 
outcome. Resolved.
 
086/19 DOG BARKING UPDATE:
An email had been received by the clerk by another resident re dog barking.
The clerk called the environmental health for advice. The outcome of the conversation was only those that
have concerns to keep a log of the barking so that the environmental have proof.
The Chairman and the Clerk payed a visit to both residents to inform them what they need to do. Resolved.
 
087/19 HAWKSLAND CLOSE/CADE LANE SPEEDING:
An email had been received from a resident on Hawksland Close with concerns over speeding.
The Clerk wrote to Highways asking if anything could be done. The response was negative.
A cautionary slow sign has been made by the clerk and placed on the corner of Cade lane going to Brampton
Dale Farm. Resident informed of both issues. Resolved.
 
088/19 EMAIL FROM MR TRACEY:
The Clerk had received an email from Mr Tracey regarding several Parish Council issues. The Clerk
addressed his concerns in an email and both letters was circulated to all Councillors. Mr Tracey was informed
of the next council meeting should he wish to attend to discuss his concerns. Resolved.
 
089/19 BUS ROUTE CUTS:
The Clerk had been approached by a resident over cuts to the 106 bus.
An email was sent to the relevant body expressing concerns that cutting the service would leave many 
residents stranded.  A revised timetable was sent and placed in the notice board. Resolved.
Cllr Moden informed the meeting that the 106 now ends in Upton and fails to go to Lincoln. Clerk to
enquire whether this service could be reinstated. Action required.
 
090/19 TO DISCUSS VE DAY CELEBRATIONS:
Upton had been asked if they would like to do a joint celebration. All Councillors approved.
Clerk to write to all Organisations asking for any volunteers in forming a committee with kexby. Action
required.
 
091/19 TO DISCUSS MR HUTCHINSON’S NAMING OF NEW BUILD:
A few suggestions were thrown around. Lodge View was the name chosen. All agreed. Resolved.
 
092/19 LETTER RECEIVED RE-POST OFFICE:
A letter had been received by the Chairman from a resident about her concerns over the lack of the Post
Office service. This was a copy of a letter she had sent to the Oval P.O. Nettleham Fields regarding the 
intermittent service they are providing in Upton. The same letter was sent to Cllr Gore and Cllr J Milne.
Clerk was asked to send a letter to Head office collating all previous letters sent regarding this matter.
Action required.
 
 
093/19 TO APPROVE CLERKS SALARY AND EXPENSES FOR PAYMENT:
The Clerks salary and expenses for period July/August 2019 was accepted and approved. Resolved.

096/19 PLANNING APPLICATIONS FOR CONSIDERATION:
None for consideration.
 
097/19 TO RECEIVE PLANNING APPLICATION DECISIONS:
None to receive.
 
098/19 VILLAGE HALL REPORT:
Cllr Fotheringham attended the meeting held on the 2nd September 2019.
The treasurer has resigned unable to use the cheque book at present. Trustees temporarily stepping in.
C Wells chaired the meeting. No current Chairman.
Kitchen and fire door fixed.
Few bookings for September.
Plans on hold for the proposed extension.
Next meeting is 30th September. Cllr Rushton to attend.
 
 
 
099/19 CRIME REPORT:
1 report of a crime in Upton.
Offender pulled ignition cowling from under steering wheel and exited the vehicle.
 
100/19 NEIGHBOURHOOD PLAN UPDATE:
A meeting was held on the 4th September.  Discussions in brief.
• To develop a project plan
• Any funds to be spent in the financial year
• Community Lincs to help with funding
• Need to get more community engagement
• To arrange a drop in to promote the plan, ideas and more volunteers
• Date to be arranged, possibly 6th November 2 – 7
• Next meeting 2nd October
• Hope to have a promotion table at the jumble sale 14th September
• Awaiting more information so it can be advertised on the website/ social media/ notice board
• The plan will be known as Upton Cum Kexby Neighbourhood Plan
• Megan Gore hoping to use the mural in the village hall as background for a logo
 
101/19 TO DISCUSS DONATION TO CHURCH FOR XMAS LIGHTS
It was agreed by all Councillors to donate £20 towards the cost of electricity during the festive season.
Resolved.
It was also discussed to arrange a quiz night for funding for this year’s xmas tree on the village green.
To be arranged.
