UPTON PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL MEETING 
Held on the 14th November 2019
 
PRESENT: Cllr D Spittlehouse.  (In the Chair)
Cllrs: P Fotheringham. L Alsop. J Alsop. P Rushton. S Barrow.
Parish Clerk:  L Holman.
 
ALSO PRESENT:  1 member of the public.
 
ABSENT: Cllr B Moden. A letter of resignation had been received 4.11.2019 with immediate effect.
 
Matters Raised in the Public Forum
 
The following issues were mentioned:
• Issues on Church Road. Erosion on verges due to HGV’s supplying building materials and drain blocked on the corner.
• Burial ground gates looking desperate for restoration.  Member of public was assured that they are in hand.
 
The council meeting commenced at 7.10.pm
 
 
102/19 TO RECEIVE AND RESOLVE TO ACCEPT APOLOGIES OF ABSENCE:
The clerk had received apologies from Cllr J Milne.
 
103/19 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011:
There were none.
 
104/19 MINUTES OF MEETING - 10th September 2019:
It was proposed by Cllr Rushton and seconded by Cllr Barrow that the official minutes of meeting held on 10th September 2019 are approved as correct records and signed by the Chairman. Resolved.
 
105/19 REPORT FROM CLLR MILNE:
No report had been received.
 
  REPORT FROM CLERK/CHAIR: TO INCLUDE:
Correspondence received including previously circulated emails.
106/19 BUS ROUTE CUTS:
The Clerk had received a reply from the transport officer regarding the Lincoln bus cut from Upton.
Unfortunately it would not prove cost effective. The only service would be from Kexby corner or Call Connect       
in conjunction with the 100 service. Resolved. 
 
107/19 VE DAY CELEBRATIONS 2020:
The clerk had emailed all organisations to ask for any volunteers to join a small group in kexby. This was also  
promoted on the website and social media along with a poster in the Parish Council Notice board. Resolved.
 
108/19 POST OFFICE UPDATE:
A letter was sent to the PO Customer Care after the meeting in September. A reply had been received on the
18th September. They apologised for the inconsistency of the Post offices attendance and promised to  
contact the branch regarding this matter. No further correspondence regards this has been received since.   
 Clerk to write chase up letter and Chairman to liaise with the Secretary of the Village Hall. Action required.
A resident   had received a letter from Sir Edward Leigh 23rd September stating that he has written to the  
 Chief Executive at the Post Office.  Still awaiting a response.
 
109/19 ROAD CLOSURE:
Main Street from Church Road will be closed from the 9th – 13th December.  Advance notices will be in  
place.
 
110/19 QUICKLINE UPDATE:
An update had been received by the Clerk re – fibre broadband in Upton.
Quickline have sent all existing customers an email to see what demand there would be. They sent posters
to put in noticeboard and on website. They will inform the Clerk what response is received.
 
110/19 URBAN HIGHWAY GRASS CUTTING SCHEME:
It was discussed and agreed to enter into a Parish Agreement with Lincolnshire County Council for  
financial period 2020/2021. Resolved.
 
111/19 ABANDONED CAR HIGH ST:
A concern was raised by a member of the public regarding a car parked on the footpath on High St opposite
Church Rd. The PCSO was contacted and an abandonment notice has been served. Resolved.
 
112/19 TO APPROVE CLERKS SALARY AND EXPENSES FOR PAYMENT:
The Clerks salary and expenses for Sept/Oct 2019 was accepted and approved. Resolved.

The new business bank is now up and running. TSB added £25 into the account for our inconvenience.
115/19 TO DISCUSS AND AGREE THE ESTIMATED PRECEPT FOR 2020/21
A predicted expenditure for 2020/2021 was presented to the Council for consideration.
The precept was discussed and agreed on £7.500. Cllr Rushton proposed seconded by Cllr Fotheringham.
Resolved.
 
116/19 PLANNING APPLICATIONS FOR CONSIDERATION:
140038 Land Adj 4 Padmoor Lane. No objections.
117/19 TO RECEIVE PLANNING APPLICATIONS DECISIONS:
139184 Hirondelle Church Rd.  Granted permission.
 
118/19 VILLAGE HALL REPORT:
Cllr Rushton attended the meeting on 30th Sept 2019.
No Chairman as yet.
S Dunnderdale will invoice Village Hall annually for grass cutting.
£12,360 balance investment account   as of 29th Sept. 2019  £1,365 balance in current account.
Agreed with Kexby Parish Council to allow Neighbourhood Planning meetings for free until funds available.
Cllr Barrow attended the meeting on 11th November 2019.   New fire door.

119/19 CRIME REPORT:
2 crime reports in Upton.
• Offender from care home damaged car with a brick
• Youth from care home damaged interior of home before making off. Later found.
120/19 NEIGHBOURHOOD PLAN UPDATE:
The Council had been asked to contribute to a contingency fund for the neighbourhood Planning committee
until funds were available. All in agreement to give a lump sum when necessary.  £200 was included in the
precept for this.
Funding isn’t being applied for until the new financial year April 2020.
A great response from the Consultation Event. 70 people being recorded as attending.
There have been 4 more offers of support from residents to help get the Plan moving on.
Another meeting is being planned for December.
 
 
 
 
 
 
The Clerk was asked to send a letter to Cllr Moden accepting her resignation and to thank her.
 
Cllr J Alsop and Cllr L Alsop handed their letters of resignation to the Chairman.
 
 
 
 
The meeting closed at 8.15pm
 
The next meeting to be held is the 14th January 2020.
