MINUTES OF THE ANNUAL PARISH MEETING HELD ON THE 18th  MAY 2021 FOR APPROVAL:

MATTERS ARISING:

There were no matters arising.

CHAIRMANS REPORT:

Firstly, I would like you all to welcome our new Councillor, Kevin Smith. Kevin joined us in September after Anne Fotheringham stepped down due to work commitments. Many thanks to Anne for her contribution whilst she stood as Councillor.

Unfortunately, we are still a councillor short, so if anyone feels they would like to take join us, please send a short letter to the clerk, and we can co-opt you on.

  I would like to give a huge thank you to Jack Bowles for picking litter in our village and surrounding areas for yet another year. It’s certainly made a big difference, unfortunately there are still those morons who have total disrespect and continue to litter, so unfortunately this is a task that never ends.

Thank you also goes to Jacks mum Rachael, who supports him tirelessly and collects up the bags Jack has collected and makes sure he is safe.

We do have a problem with waste from the chippy on Friday and Saturday, with chip papers spilling over the tops of the bins, hopefully the new larger bin to be located outside the Chapel, thanks again to Jack, will help alleviate this problem.

Bloomers are doing a fantastic job providing a variety of plants and shrubs in the raised beds and troughs, as well as helping Jack with a group litter pick.

 I’m sure you all agree that with Stuart and Jack now in charge of our grass cutting, the village has never looked so good. So well done to everyone involved. We all appreciate your hard work.

Last winter, LCC provided us with gritting salt for everyone's use.  This is located in the burial ground car park. Thankfully it wasn’t needed this winter, so there's still plenty for the forthcoming winter.

We still haven't sealed a deal with Quickline as yet. Since the last public meeting they held in March, Hayley Sylvester who was the lead co-ordinator has left the company. We still haven't heard what is happening, so it looks like we are back to square one. Of course, we will inform all residents as soon as we get more information.

We are all aware of the Cottam Solar Energy Park... they have held 2 events for discussion at various venues, and the first stage of consultations is up for review. We have all received information and feedback from them, but they will answer any questions or concerns we have and have offered individual meetings with the parish council, unfortunately this will be remotely, so if anyone has any concerns you would like to share with us, we can arrange for a meeting with them or the clerk will raise any questions on your behalf with them.

We have a big celebration coming soon for the Queens Platinum Jubilee. I would like to thank   Sue Roberts  for all her hard work in not only rallying round trying to form a committee but for organising what is going to be a fun filled day and evening for everyone.  

Together with a £700 grant from West Lindsey to both Upton and Kexby Parish Councils and funding from both councils to match-fund, we have managed to raise a total of £2800. 

I will leave Sue to fill you in with the details of events for the day.

 

 PARISH COUNCIL ACCOUNTS FOR THE FINANCIAL YEAR 2021/2022

REPORTS FROM ORGANISATIONS:

 

Sue Roberts Platinum Jubilee Celebrations:

The jubilee celebrations are all coming together. Fish n chip van, burgers, crepes, cake stall and Ice cream will be providing the catering. The Rose and Crown are doing the outside bar as well as providing bacon rolls for anyone that camp overnight on the field.  The wrist bands can be picked up either from the Rose and Crown or Neville Barnes. There are 3 ways to register, info is on the fliers and they will be going out shortly.

On the Sunday there will be a Faith Tea at 3.0 pm. This is being organised by the W.I.  The Methodist will close the event.

 

 Rose and Crown Football Team:  Jim Roberts.

The team started in August and have had a good first season. A letter draw is done on a weekly basis and thank you to all that take part. We participate in as many village activities including the xmas market which was a huge success.

 

Upton/Kexby Playing Field:   Paul Mann. Treasurer.

An email had been received by the clerk confirming that they would like to apply for a grant for the forthcoming year.

A copy of the unaudited accounts for the year to the end of March 2021 was presented.

As well as any expenditure they are hoping to generate funds to allow them to install a new playpark.

Horticultural Society:  Jane Spencer. Secretary.

The Horticultural Society have had their first meeting for some time and are pleased that we still have a committee.

The Annual Show will be held on Sunday the 4th September.  We hope to have a display at   All Saints for the Churches Festival.

 

Upton and Kexby Village Hall:  C Wells. Secretary.

Since June 2021 when  Covid 19 lockdown ended, the hall has seen its usual Organisations restart their rentals.

The Bowls, Kurling, Line Dancing, Clubercise, WI, Trent side Singers Choir rehearsals and Home Education group have all resumed.

We do not intend to ask the Parish Council for any funds this year,, as the plans for the extension to accommodate a new committee room has been put on the back burner for the moment.

Our bank balance is stable enough but we will have to see what the effects of the increase in the utilities have on this by the end of the year.  Our accounts have been sent to the auditors and when returned we will be organising our AGM.

Harold Jubbs Fund: P Fotheringham.

Since the passing away of Mr Hobart, all the accounts went to the Solicitors and now we have to get them back from the Bank. We are thinking of closing this fund down as we have no official applicants for two and a half years.

W.I.

32 members to date, doing well.  All recovered from Covid with no members lost. Various events planned. Meetings are now held in the afternoon instead of evening.

Bowls Club: P Fotheringham.

Played a full season since September and on average 8 players per session.  Numbers are down since before Covid, the older members not returning.  We still have some good fun and manage to pay our way.

Burial Ground: P Fotheringham.

A quiet year for burials. The graves are all well maintained.  The accounts are presently being audited.

 All the allotments bar one are now taken which is good.

Chapel: P Fotheringham.

The Chapel is celebrating 700 years and will be celebrating with an afternoon tea on the 14th May, this will coincide with the West Lindsey Festival of Churches weekend.

The average congregation is around 17 which is a good following.  Accounts are being audited.
