Minutes September 2022

Held on the 27th of September 2022

Absent:      All Councillors present.

Matters Raised in the Public Forum 

A quantity of cars are parking their cars on the village green. Not so bad while the grass is dry but going to cause ruts once autumn and wetter weather starts.  Cllr. Spittlehouse agreed to make some more signs hoping they don’t get destroyed again. 

Concerns over the Solar power projects and how big an area they are planned to cover. This issue is on the agenda for discussion. 

Report from Cllr J Milne: 

Back working in the Guildhall after Covid. 

The recent budget meeting poorly attended, only 3 members of the public and no other Councillors attended other than herself. 

They’ve had a grant for the town centre. 3 new flats and a shop planned for the old Gainsborough News office. Also work down Lord St. Helping to make the town centre customer friendly. 

Area at the bottom of Silver St. being developed into a safe area with seating and the old toilets will become a café. 

West Lindsey have strongly objected to the Solar Power project and are working hard trying to get it stopped.

There were no apologies.

59/22 MINUTES OF MEETING 12th July 2022: 

It was proposed by Cllr Barrow and seconded by Cllr Fotheringham.  That the official minutes of meeting held 12th July 2022 are approved as correct records and signed by the Chairman. Resolved. 

60/22 OVERGROWN TREE ON HIGH ST OPPOSITE THE OLD POST OFFICE: 

This tree belongs to highways and was reported to them on the 13th of July 2022. Report No: 427672. 

61/22 PHONE BOX: 

The phone box glass has now been repaired at a cost of £195.60. Resolved. 

62/22 LETTER OF THANKS TO SUE ROBERTS: 

It was agreed at the last meeting to send a letter of thanks to Sue Roberts for all her hard work in planning the Queens Jubilee Celebrations.  Copy of the letter sent.

Upton Parish Council would like to thank you for all your hard work and commitment you 

gave into making the Queens Platinum Jubilee Celebrations a huge success. 

We also appreciate the support you were given from Scott Dunderdale, Stuart, Frank and 

David for the lighting of the Beacon and Toby and Jim. 

So much thought had gone into the varied entertainment, catering etc. there was 

something for everyone of all ages. 

Despite the weather everyone had a great time! 

We hope everyone that attended appreciates your efforts into organising all the events 

from the lighting of the beacon, the afternoon games and the music in the evening. 

A very well-planned event.

63/22 LAND REGISTRY FOR ALLOTMENT ID CHECK: 

A letter had been received in response to the change of address on Land Registry for the allotment.  It appears that it requires legal verification of the Clerks ID at a cost of £75. It was agreed by all to let things stand as they are, with the actual registration address with the previous Clerk. Resolved. 

64/22 HUMPBACK BRIDGE PADMOOR LANE: 

An email had been received from a resident concerned about the road before the humpback bridge which has sunk, and cars are hitting the bump hard and losing control.  

Cllr. Spittlehouse and Barrow went to investigate, pictures were taken, and a report was submitted to LCC Highways.  The area has been marked out for repair at some point. No further action. 

65/22 TILLBRIDGE SOLAR PROJECT: 

There was quite a debate on this subject. Cllr. J Milne stressed to the Councillors just how big an impact this is going to have on our Countryside.  There is an action group called 7000 Acres and they hold regular meetings at the Rose and Crown should anyone wish to join.  It was agreed by all to send a letter of objection from the Parish Council.  An extraordinary meeting is to be arranged for the members of the Council to discuss the content of their objections. Action required. 

66/22 QUICKLINE FIBRE BROADBAND UPDATE: 

Surveys are now complete, and work begun.  Looking to complete the build by the end of December 2022 and ready to order January 2023. 

  Quickline are looking to hold Q&A sessions in our area and a chance for anyone to sign up. 

They also have a community sponsorship pot for any projects they can help with in our community.  

Around £750 available depending on the project.  This to be discussed at a later date. 

67/22 ROAD CLOSURE LODGE LANE: 

Advance road closure notification Lodge Lane. 10/10/2022 to 14/10/2022. 

68/22 LITTER PICK: 

A joint litter pick with “Bloomers” is to be arranged. Date TBC. Clerk will notify all members when a date is confirmed.  Possible dates are 16th Oct. 20th Nov 27th Nov.  Action required. 

69/22 BUS PASS MARKETING CAMPAIGN: 

A campaign is being run aiming to encourage older people's entitlement to the English National Concessionary bus pass in Lincolnshire to apply and use their bus passes on bus services.  There are many hundreds in Lincolnshire who are eligible but haven't applied.  

They are asking the PC to support and assist with this campaign. A poster has been placed in the Notice Board and they will supply us with up to 150 flyers to be distributed to various clubs etc. Clerk to request flyers. Action required. 

70/22 FINANCIAL ISSUES: 

The Clerks salary for period July/August 2022 was proposed for approval by Cllr Rushton and seconded by Cllr M McDaniel. Resolved.

71/22 PLANNING APPLICATIONS FOR CONSIDERATION: 

None. 

72/22 TO RECEIVE PLANNING APPLICATION DECISIONS: 

144574:  Land East of Church Road for 5 dwellings. Application was refused. 

73/22 CRIME REPORT: 

No crime reported in Upton for July/August. 

74/22 VILLAGE HALL REPORT: 

Cllr M McDaniel was the attending member. 

              No payment received from the Post Office. 

The new floor in the kitchen cost £1,151.70. 

The pull cord in the disabled toilet has been repaired. 

Craft Fayre raised £179. 

Balance in current account £16,005.40 

Future activities arranged: Jumble sale (which raised £301) 10th Sept. 

Craft Fayre 13th Nov. 

The defibrillator at the Hall is out of action as it needs a new battery as well as the one in the village. 

Extraordinary meeting planned for 28th September to discuss increasing rents. 

75/22 NEW COUNCILLOR CO-OPTION: 

             All members of the press and public were excluded from this discussion. All candidates were told that they would be informed by email the next morning as to whether they were successful or not. 

            There were 3 applicants in total. Each member gave their opinions, and a vote was taken. Mr J Elvidge was the successful applicant. 

            Clerk to notify all applicants. Action required
