Minutes July 2022

 

Present: Cllrs. D Spittlehouse. P Rushton.  K Smith. P Fotheringham. S Barrow. 

Also Present:  4 Member of the public. 

Absent:     M McDaniel.  

Matters Raised in the Public Forum.  

 Tree overgrown onto public footpath on High Street opposite the Old Post office.  

 Clerk to check who it belongs to and take the appropriate steps to have it trimmed back. 

 

 The meeting commenced at 7.10 pm 

45/22 TO RECEIVE AND RESOLVE TO ACCEPT APOLOGIES OF ABSENCE: 

Apologies had been received from Cllr. J Milne. 

46/22 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011: 

There were none 

47/22 MINUTES OF MEETING 10th May 2022: 

It was proposed by Cllr Rushton and seconded by Cllr Smith and Resolved  That the official minutes of meeting held 10th May 2022 are approved as correct records and signed by the Chairman. Resolved. 

48/22 FUTURE OF THE PHONE BOX: 

After the last meeting, action was taken by the Clerk to publish on FB and in the newsletter, to see if there were any interested parties to decorate the phone box.     

The outcome was 1 definite and a couple that would do it from time to time. The council decided to have the window repaired and review the situation after Christmas. Clerk to progress arranging the glazier. Action required. 

49/22 APPLICATION FOR COUNCILLOR: 

The Clerk had previously circulated an application for Councillor. 

The Chairman informed the applicant who was present at the meeting, that unfortunately he couldn’t be considered until he has resided in the village for one year. The application will be considered at the next meeting. 

50/22 NEW LITTER BIN: 

The new litter bin that Jack Bowles obtained for the village is now in situ outside the Chapel. 

51/22 LAND REGISTRY RE-ALLOTMENT: 

The Clerk checked with Land Registry that the village allotment was registered. This had been registered but was in the previous Clerks name and address.  Documents of proof of the change of address etc. was submitted to update the details. Still awaiting confirmation. 

52/22 FINANCIAL ISSUES: 

The Clerks salary for period May/June was proposed for approval by Cllr Fotheringham and seconded by Cllr Barrow. Resolved. 

All payments and receipts made since 10th May 2021 were approved. Proposed by Cllr Smith and seconded by Cllr Rushton. Resolved. 

A financial statement was presented to the Councillors received from Sue Roberts re the Jubilee Celebrations. Upton Parish Council to pay £95 to Kexby to even up expenditure from both PC’s. 

 

 

53/22 PLANNING APPLICATION FOR CONSIDERATION: 

145106: Land adj 1 & 3 Padmoor Lane. Variation of condition 6.  No objections. 

54/22 TO RECIEVE PLANNING APPLICATION DECISIONS: 

144574: Land East of Church Rd. Extension of time has been granted until 29th July 2022. 

55/22 CRIME REPORT: 

Washing machine left in driveway awaiting collection for repair was stolen. 

56/22 VILLAGE HALL REPORT: 

Financially secure with plenty of bookings for the Hall.  Only 5 in attendance including the committee.
