Minutes November 2022

Matters Raised in the Public Forum

Footpath leading up to the Church from High Street, messy at times. Cllr Spittlehouse volunteered to go and clear it.

Hedgerow on Church Road imposing onto the road.

 

The meeting commenced at 7.05 pm

76/22     TO RECEIVE AND RESOLVE TO ACCEPT APOLOGIES OF ABSENCE:

An apology had been received from Cllr P Rushton.

77/22     NEW COUNCILLOR CO-OPTION:

The Chairman welcomed Cllr Jim Elvidge to the Parish Council. All relevant paperwork had been completed and sent to West Lindsey District Council prior to the meeting.

 

78/22     TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011:

There were none

79/22     MINUTES OF MEETING 27th SEPTEMBER 2022:

It was proposed by Cllr Fotheringham and seconded by Cllr Smith.  That the official minutes of  meeting held 27th September 2022 are approved as correct records and signed by the Chairman. Resolved.

 

80/22     QUICKLINE FIBRE UPDATE:

Contractors have now completed laying cables in most of Upton.

Quickline have organised a fibre broadband open event to be held at 3 venues.

Half Moon Willingham. 11th Nov 3pm-6pm

Rose and Crown Upton. 17th Nov 12pm-4pm

Village Hall. 23rd Nov 1pm-4pm

 

81/22     SOLAR FARM UPDATE:

            The Clerk had received the latest information regarding the Gate Burton Energy Park.

            This was discussed between the Councillors where it was agreed not to take any action on the survey  which was included in the documents.  The document to be forwarded to the action group 7000 Acres.

            There is to be a meeting of Parish Councillors and Clerks to be held at Glentworth Village Hall on the 22nd November at 7.30pm.   Several members will be attending. 

          Some members will be attending the next 7000                Acre group public meeting at the Rose and Crown on 16th                 November 7.30pm.

 

82/22     NO PARKING SIGNS:

               Cllr. Spitttlehouse has made 4 no parking signs for the village green and are now in place.  Unfortunately, cars are still parking and ignoring the signs.

 

83/22     TO DISCUSS LOCATION OF VILLAGE GROUP PHOTO:

              Sue Roberts had kindly donated a framed photo of the group picture of Upton residents taken at the Queens Jubilee celebrations.  It was agreed by all to place the picture in the Village Hall along with Kexby’s.

 

84/22     TO AGREE ON NAMING OF NEW BUILDS:

The name of “The Paddocks” for the new builds off Church Road was requested from the owner. All agreed.

85/22     FINANCIAL ISSUES:

The Clerks salary for period September/October 2022 was proposed for approval by Cllr McDaniel and                   seconded by Cllr Barrow. Resolved.

A pay increase has been awarded backdated to April 2022. All agreed.

86/22     TO DISCUSS AND AGREE ON PRECEPT FOR 2023/2024:

A predicted expenditure had been prepared for the Councillors review.

The estimated precept was £9,000. This includes costs incurred for the election in 2023 and the ensuing financial year.

Clerk to submit the estimate with last year's accounting figures.   Final claim to be submitted before the 27th January 2023.

 

87/22     CHRISTMAS TREE:

It was agreed to purchase a Christmas tree for the village green from Neville Barnes. Cllr Spittlehouse and Cllr Smith agreed to collect and erect.

88/22     CRIME REPORT:

No crime reported in Upton.

 

89/22     VILLAGE HALL REPORT:

Payments from Post Office now received.

Both defibrillators on village hall and Kexby now up and running.

Increase in hall hire.  £12.50 per hour and £10 for organisations.  To be reviewed on an annual basis.

£1,800 in current account.

£17,000 investment account.

Contract with the Post Office needs to be amended so that if they don’t turn up, they still must pay.

Currently not paying fees if they don’t turn up.

Next meeting is on the 9th of January at 7.30pm.  Cllr Spittlehouse will attend.
