MINUTES OF UPTON PARISH COUNCIL MEETING HELD ON THE 14TH MARCH 2017 7.0.pm.

MINUTES FOR APPROVAL FROM MEETING HELD 10TH JANUARY 2017.
• Minutes were approved and signed by Chairman J Allan.
PUBLIC TIME
• The street lighting issue was raised. 1 light corner of Cade Lane now on. Clerk to get an update.
• A resident from Hawksland Close  raised his concerns over the way traffic enters and leaves Hawksland Close.  Recently Brampton Dales has opened a B & B which has increased the traffic flow down Cade Lane. Although vehicles have the right of way on Cade  Lane, the resident asked the council to check with highways as to whether signage to slow vehicles down or lay road markings on Cade Lane.   Clerk to check with highways.
• Dog fouling was mentioned, end of Lodge Lane and the public footpath between Ave A and Church Rd.
• T Hall commented on the amenities grass cutting, being the first cut with the new contractor  D Thomas. A good job done was agreed by all. T Hall said that the verge outside his property had been missed. The clerk informed him that at this time will not be included for cutting by parish Council.
MATTERS ARISING FROM PREVIOUS MEETING
• Speed sign update.
A box was placed at various points for collecting data. This is being evaluated and the results should be available by the middle of April. This information to be included in the next newsletter.  
30 mph signs keep getting moved around in the wind. J Alsop has secured the one on Padmoor Lane and will take a look at the one on High St. opposite Dealtry Close.  More wheelie bin stickers have been distributed.
• Manure bags.          
Manure bags have been removed off the public highway.  matter resolved.
• Street lighting.
Light on Cade Lane now working. Clerk to check with highways what progress is being made to fix the other two.
VILLAGE HALL REPORT
• J Alsop attended the meeting held on Thursday 19th January 2017.
A short meeting, not much to report.  All healthy and wealthy.
Next meeting is Thursday 30th March 2017 at 7.30.pm.
T Hall will represent.
FINANCE
• Clerk's wages.
         Clerks wages and expenses was approved and signed. 
          For period Jan/Feb2017.  £139.36.  Plus expenses of £32.50.
          Clerk was paid in full for accounting period from May 2016 to Feb 2017 inc.
           Total: £931.36.
PHONE BOX FUNDS
• £85.50 was raised from a quiz night at the Rose and Crown.
After money was paid out for costs incurred from from 1st Feb onwards.
As of the 16.03.2017. The total balance in the kitty is £49.76.
J Fotheringham has agreed to decorate the box for Easter, and Lea school will be doing May.
CITIZENS ADVICE BUREAU
• An amount of £50 was agreed as a donation from the Parish Council.
PLANNING
• 135571  granted.
• 135749 no objections.
CLERKS CORRESPONDENCE
• Survey for BT broadband.  Clerk to put on website and Upton blogspot.
• Best kept village competition.  J Alsop suggested to plan now for entering in the future.

CRIME REPORT
• Solar panel and weather equipment removed from roof structure.  Damage to a vehicle.
ANY OTHER BUSINESS
• D Spittlehouse has taken the Parish Council notice board down refurbishment.
