MINUTES OF UPTON PARISH COUNCIL A.G.M. HELD ON 9TH MAY 2017.

MINUTES FOR APPROVAL FROM MEETING HELD 14TH MARCH 2017.
• Minutes were approved and signed by Chair. J Allan.
PUBLIC TIME
• A member of the public commented on the recent road dressing and asked as to whether or not they had finished, and was Church Road missed or wasnt it on the list.  Clerk to check. Also commented on the hedge in the burial ground.  This is to be put on the next agenda on the Burial Ground Committee meeting.
• Norman Dann had approached Clr. D Spittlehouse about the bench on the corner of Cow Lane. He asked for permission to re-stain it and D Spittlehouse agreed it. 
• A resident complained about the hedge on the public footpath between Ave A and Church road. It is top heavy and almost impassable in places. It was agreed that the footpath had become almost impassable in places.  D Spittlehouse volunteered to ask the resident to trim it back.
• It was brought up about both bus shelters, N Dann had told D Spittlehouse that the job was too much for him.  Clerk to get 3 quotes for professional cleaning.
• P Rushton thanked everyone who attended Audrey's funeral. A total of £1300 was donated.
ELECTION OF CHAIRMAN
• Jamie Allan was voted for Chairman for the 3rd year. J Alsop proposed, P Fotheringham seconded.
ELECTION OF VICE CHAIRMAN
• Don Spittlehouse was voted for the 2nd year as Vice Chairman.
MATTERS ARISING
• Cade Lane, junction with Hawksland Close.      The clerk informed the council that Highways had assessed the situation, and had concluded that the road markings defining who has right of way are adequate, and that there will be no further course of action.
• Traffic Survey results.   J Allan informed the council of the results of the traffic survey.  The analysis of the speed data showed some evidence that vehicles were exceeding the speed limit, but the vast majority that were exceeding the limit was not enough for the police to take action against the driver.     A vote was taken and all was in favour of purchasing a speeding indicator.  J Allan to talk with Kexby's chairman R Gore regards sharing.
• Street lighting.  Clerk informed council of the new fault reporting process.
VILLAGE HALL
• A report was read out in the Parish meeting by C Wells.  Next meeting will be the A.G.M. 26th May. T Hall will attend.
PARISH NOTICE BOARD
• This was taken down and restored by D Spittlehouse. 2 new keys were cut, new cork lining inside and the cabinet was rubbed down and varnished.  £21.31 was spent on materials. D Spittlehouse said he would cover the cost at his expense.
FINANCE
• Clerks wages.
            Clerks wages and expenses was approved and signed.
            For period March/April 2017. £156.78  Plus expenses of £35.40.
• Accounts.   The accounts have been inspected by the internal auditor and are awaiting the form to be returned from the accountant for signing and sending to Grant Thornton.
• Insurance.  The insurance quote was approved from Community Lincs and a cheque was signed for payment.  £223.89.
REVIEW STANDING ORDERS
• Standing orders stay same, no additions.
CRIME REPORT
• Business crime. Metal tubing removed from yard.
• Offender damaged 3 items of complainant's clothing.
CLERKS CORRESPONDENCE
•      The Clerk informed the council of the email from a resident regarding a grass cutting issue.  This email was circulated to all councillors at the time as well as all responses.     The complainant was angry that the piece of grass that runs along the outside her property had been cut with disregard to her flowers. Stating that several had been chopped off. She wanted a written apology and compensation. The clerk made enquiries to the Parish's grass cutting contractor, who stated that he had not cut the grass. It transpired that it was LCC's contractors.  The email from the complainant was forwarded to the appropriate department for them to deal with. 
• Clerk informed the group of the circulated email from Lindsey Westerman regards The Resilient Communities Conference.  J Allan will be attending on the amended date 15th June.
REPORT FROM CLR. J MILNE
• A new civic year for WLDC.   Hoping for more finance for house building.   Market St is being tidied up and plans for a Travelodge where the Sun Inn now stands.   WLDC are looking at helping Oldrids when their lease runs out.  The new Lidl being built on site of the old multi storey car park with a pedestrian crossing to Marshall's Yard.  Boyes new store opening on Friday 12th.  Tesco car park is being used for public parking.  Comments were made re- market area in the town.  LCC own this not WLDC.
ANY OTHER BUSINESS
• D Spittlehouse mentioned to the council about the manure bags on Common Lane. Thought that the offender should be told about the highways law regards fly tipping. All councillors agreed. D Spittlehouse offered to speak to the owner of the land.
• It was suggested that the clerk to write to the new County Councillor Richard Buttroid, inviting him to our Parish Meetings.
• Newsletter to go out as soon as possible.
Being no further business the meeting concluded at 8.20.pm.
