MINUTES OF UPTON PARISH COUNCIL MEETING HELD 14TH NOVEMBER 2017.

MINUTES FOR APPROVAL FROM MEETING HELD 12TH SEPTEMBER 2017.
• Minutes were approved and signed by Chair. J Allan.
PUBLIC TIME
• A member of the public commented on how nice and clean the Public Footpaths are being kept, and how tidy the village is looking. The Councillor’s agreed and thanks were paid to Norman Dann for all his hard work.  All Councillors happy for Norman to continue as long as he wishes to do so.
• An observation was made on a 4x4 that is frequently parked  on High St between Padmoor Lane and Fish Shop.  This is giving limited visibility on cars coming out of Padmoor Lane onto High St.  Several Councillors have also recieved comments.  No further action at this time.  Clerk to enquire about lay by extension with L.C.C.
• Traffic is on the increase down Cade Lane causing concern for residents on Hawksland.
• T Hall mentioned fly tipping on Cow Lane. Clerk informed him that it has been reported and the builders bags have been removed but not the garden waste.  It was suggested to have a trailer in the Rose and Crown car park  2 to 3 times a year for green waste from the residents.  An idea to be considered especially when charges for green waste come into effect.
MATTERS ARISING
• Overhanging branch on War Memorial.  J Alsop removed the branch and thanks were paid from the councillors.
• Speed sign update.  It is estimated £3000 per sign and 3 locations for each sign to be rotated. The signs need moving every 2 weeks. It was suggested that the Councillors have a walk around the village for best possible sites. It was agreed that a meeting should take place the next morning, 15th Nov. to do a survey.
• Public Footpath Cow Lane to Heapham. The Clerk informed the Council that an email had been recieved regarding the evidence form that was filled in on behalf of the Parish Council This could not be accepted from a group.   Each evidence form has to be filled in by an individual who has actually walked on the footpath.  When the case is being considered, the parish Council will be notified for their comments etc.  The Clerk offered evidence forms for individuals to take.
• Chicken issue.  A few chickens have been wandering around peoples gardens and scratching plants up etc.  The police visited several residents, but couldnt find the owners.
• Missing gully.  The broken gully has now been replaced on Lodge lane.
PRECEPT
• The precept for 2018/2019 was discussed.  The Clerk presented an estimated expenditure for 2018/19 and an  account summary up until November 2017.  It was agreed by all Councillors to apply for £7000 to cover expenses. Some suggestions were made for using any surplus carried foreward.  i.e. Picnic table, village sign, nicer hand rail on war memorial.
FINANCE
• Clerks wages were approved and signed by Chairman J Allan.
              £209.04 plus expenses £30.
              Cheque for N Dann £64 approved and signed.
PLANNING APPLICATIONS
• 136836  4 Dwellings  land adjacent to 4 Lodge Lane.  No observations.
• 136497  18 High St. Upstairs bathroom. No observations.
VILLAGE HALL REPORT
• T Hall represented the Council.  Finances and bookings  all looking healthy. Worried that the Post Office  is often not there when advertised. Asked if Upton Parish Council could write a letter of concern to Head Office.  Clerk to write a letter.  The date of the next meeting wasnt available. P Rushton to attend. Clerk will notify P Rushton as soon as she knows.
CRIME REPORT
• Offenders removed 2 x batteries from insecure compost site.
 
CLERKS CORRESPONDENCE
• Clerk received email from a resident on Hawksland Close re- increased  traffic in Cade Lane and asked  if Brampton dales B&B have planning permission to run as a business.  Letters had been sent to WLDC but resident had not received a reply. Clerk spoken to planning enforcement at WLDC and was advised to instruct the resident to call her directly.  No further correspondence.
• Code of conduct circulated.
• Consultation on Car parking in Gainsborough circulated.
• Local Plan circulated.
• Call for nominations for elections for LALC smaller councils committee.
• Pelican trust. A charity based in Lincoln who aid and assist adults with learning difficulties.  Offer a wide range of services.  Clerk to enquire price of picninc bench.
• Fly tipping on Cow Lane. Clerk reported and some has been cleared.
ANY OTHER BUSINESS
• Kexby Parish Council had commented to the Burial Ground Committee, that the Burial Ground was looking untidy. Weeds growing, over grown hedge and paint peeling off the iron gates.  Some of these issues had already been addressed,. The hedge had been cut and the weeds were now dead. It was stated that the gates need sandblasting.  No further action from the Councillors at this time.
The meeting ended at 8.30.pm.
