MINUTES OF UPTON PARISH COUNCIL MEETING HELD ON 12TH SEPT 2017.
PRESENT

No members of the public present.

MINUTES FOR APPROVAL FROM MEETING HELD 11TH JULY 2017
• Minutes were approved and signed by Chair J Allan.
PUBLIC TIME
• John Alsop raised the matter of a tree branch that is over hanging the War memorial. This needs cutting back before the Remembrance service in November. It was stated that the tree was planted by the W.I. The clerk to ask permission to trim it. John agreed to do the work as soon as permission is granted.
• Also J Alsop mentioned that a road sign on Lodge Lane was rotten and needs replacing. Clerk to inform appropriate department for replacement.
MATTERS ARISING FROM PREVIOUS MEETING
• Speed sign update. J Allan informed the council that an email has been sent to R Gore to formalise an agreement between Upton and Kexby regards sharing a Speed reduction sign.
This should contain the following information:
Details of spec and cost including maintenance and relocation costs.
Proposed sites with technical support that they are suitable.
A timetable for the placement of signs and rotation of them.
Also seek advice on how the 2 councils treat the asset from an accounting perspective.
J Allan to arrange a meeting with R Gore.
• Wooden construction Main St. This matter has been resolved and the construction has been removed.
PUBLIC FOOTPATH COMMON LANE TO COW LANE.
• A resident of Heapham has raised this issue with the Chairman J Allan.
This resident has been trying to establish a Public right of Way that goes across land from
Cow Lane to Common Lane Heapham. According to this resident it was a public Footpath
many years ago that went through the land of Cuckoo farm, which is no longer there. He
hasn't had much success through various sources and has asked if the Council could help.
J Allan is to meet at the site with this resident to gain more information.
CHANGE OF PROCEEDURE REGARDING PUBLIC COMPLAINTS
• The Chairman discussed how future complaints to the council are to be dealt with in future. If a member of the public wishes to make a complaint regarding village issues etc. they either have to attend the Parish Council meeting in person or put it in a letter to substantiate the complaint. No issue will be addressed unless this procedure is followed. Reporting of street lights not working etc. will be accepted verbally to any of the Councillors or to the Clerk. The Chairman suggested that these instructions to go in the next newsletter, so all residents are aware what it is the Parish Council do and why we do it.
REMEBRANCE WREATH
• It was agreed by all to purchase a poppy wreath for Remembrance Sunday. P Rushton to order it.
PLANNING
• 136385 Churchfield. Church Lane. 2 Dwellings. Granted.
VILLAGE HALL
• No attendance from Parish Council at last meeting, as our meeting coincided with theirs. Apologies were made but not minuted. Also the grant given from Parish Council was £750 not £800 as stated on minutes. T Hall attending next meeting 21st Sept..
FINANCE
• Clerks wage were approved and signed by Chairman J Allan.
£209.04. plus expenses £41.98.
Cheque was signed for D Thomas grass cutting.
CRIME REPORT
• 2 x theft of metal gate from properties.
• Offender absconded with money for 2 horses that was sold.
CLERKS CORRESPONDENCE
• Redundant power line Cow Lane. Transformer still live but nothing feeding from it. Issue was reported to Northern Power grid and are currently programming works to permanently resolve this issue.
• Missing gully cover on Lodge Lane. Been reported 3 times, clerk to call Steve Hudson to chase up.
• Letter was received complaining about the new chippings on the play park. Clerk referred the matter to the Play Park committee and has been dealt with.
• Council tax reduction scheme. No changes from last year.
ANY OTHER BUSINESS
• John Alsop said that the Summer Fayre was a great success and Don Spittlehouse said that the Horticultural Show was too.
• Cllr. J Milne addressed the meeting. 3 new directors have taken the place of the Chief Executive at W.L.D.C. Mark Sturgess is acting CEO initially for 6months.
• The new Lidl expected to be opening in November.
• Movement regarding housing and more car park spaces.
• Thunnock Estate have applied to build houses near the TVA.
• It was asked what the Council's thoughts were on a crematorium, all were in favour.
The meeting ended at 8.00.pm.
