MINUTES OF UPTON PARISH COUNCIL MEETING HELD ON 11TH JULY 2017

MINUTES FOR APPROVAL FROM MEETING HELD 9TH MAY 2017 AND EXTRAORDINARY MEETING HELD 13TH JUNE. 2017.
 
• Minutes were approved and signed by Chair. J Allan.
 
PUBLIC TIME
 
• A member of the public brought a letter from the Highways department regarding the Cade Lane Hawksland Close situation.  Basically saying that the concerns of increased traffic down Cade Lane to Brampton Dales is not breaching any highway law and doesn't warrant any further investigation. A copy of the letter has been filed by the clerk for the record.
 
• A comment was made regarding the planning application 136385.  That on the original plans only one dwelling was granted permission and now 2 more has been applied for.
 
• A resident of Padmore Lane raised concerns of speeding along there. Speeding by motorbikes of around 80mph.  The resident has been in touch with the police and they have agreed to do a speed check in that area. He asked if signs could be put up on the grass verge and also requested some wheelie bin stickers. Clerk to take some round.
 
• Cllr. Richard Butroid attended the meeting and introduced himself to the councillors.
He explained his position on West Lindsey District Council as well as being on the Parish Council at Sturton by Stow. He has regular meetings with the highways department and he discussed speeding in Sturton. They have asked for volunteers to do speed checks but so far no takers. The flashing 30mph indicators in Sturton have proven to be effective to a certain degree, as well as the speed van camera which comes around once a fortnight. P Rushton asked R Butroid to ask highways at his next meeting about speed van for Upton.
 
• Cllr. Jesse Milne informed the meeting of the loss of West Lindsey's Chief Executive who has stepped down. J Milne wasn't sure what was happening with the situation but everything is running smoothly. The Travelodge site is definitely going ahead as well as a new restaurant and new shop fronts are planned for the Market Place and market St. The new Lidl is now well under way and hopefully will bring more people into the town.
 
MATTERS ARISING
 
• The hedge overhanging the public footpath from Ave. A to Church Rd. has been cut and the matter is now resolved. The resident promised to cut the top after birds have finished nesting.
 
• Both bus shelters have been cleaned at the cost of £40 for both. It was agreed that they should be done on a need to basis and use the same contractor.
 
• Speed sign update. No further progress at this time. It was agreed that all was in favour of sharing with kexby. Further talks with kexby's Chairman when he returns from holiday.
 
VILLAGE HALL
 
• No report was given. T Hall to attend next meeting. Apologies were given to C Wells that no one could attend July meeting because it was on the same date as Upton's meeting.
            Clerk advised the Council that no receipt had been sent regarding the annual grant.   
 
PLANNING
 
• 136039. 5A Church Rd. No objections.
            
            135900. 1A Church Rd. Granted with conditions.
 
            136385.  Churchfield. Church Rd. No objections.
 
• Observations regarding a wooden construction that has been erected in Main St has been commented on. Cllr. J Milne assured the council that this breaches all planning regulations and that it has been brought to the attention of the appropriate persons in the Planning Dept. of West Lindsey.  Clerk to send a letter regarding this issue to the Enforcement Officer on behalf of the Parish Council.
 
FINANCE
 
• Clerks wages and expenses approved and signed for period May/June 2017.
 
• An account summary was presented to the Council for period April/May/June.
            
            Total expenses: £2.353.89.
 
             Closing bank balance as of 30th June 2017:  £9.178.37.
 
CRIME REPORT
 
• 1 business crime. Metal tubing removed from yard.
• 1 non stop RTC resulting in damage.
 
• J Allan asked Cllr. Butroid if there has been an increase in crime since street lights have been turned off. He said that there is no proof of an increase but that the perception is that  it has.
            
 
CLERKS CORRESPONDENCE
 
• P.S.P.O.   
            A letter was passed around from West Lindsey regarding the Dog Fouling Public Space
            Protection Order. This became effective on 5th June 2017, replacing old legislation.
            This means offenders can be given fixed penalty notices of £75 or prosecution.
            It was agreed to display this information around the village.  
            This information also informs people how to report dog fouling and if it is a regular
            occurring offence, West Lindsey will try to get an officer out to catch the
            offenders.
           
ANY OTHER BUSINESS
 
• A resident of Church Rd asked Cllr D Spittlehouse, to be brought to the Council's attention,
            the matter of a BT pole which has been left after Northern Power replaced the overhead
            electric cables. The resident asked for the now redundant pole to be removed, which has
            worked loose due to the digging work to erect the new poles. He was told the pole would
            be removed in April but still not dealt with. Clerk to write a letter.    
 
Being no further business the meeting ended at 8.0.pm.
