Upton LCC Storage Area

4th may 2020 the clerk received an email from an Upton resident with concerns over HGV’s travelling through the village in the early ours. The Parish Council were aware of the activity on Cow Lane and was waiting to hear from LCC Highways to whom a phone call had already been made. The complainant was informed of this and told we would let her know as soon as we heard anything. A response was given by highways and the email was circulated to all Councillors and to the resident.  Further to this a letter was sent to the Chief Executive of LCC and the Leader of the Council. An email was received outlining the works on the storage site, this was circulated to all Councillors.

Over grown High Street near entrance to Church Road

It has been noticed that the overgrown verge and foliage from the adjacent dwelling was obscuring the view from oncoming vehicles when entering onto High St from Church Rd. The Clerk reported this to Highways and the verge was promptly cut but not the trees. This job is still marked as in progress, so will monitor the situation.

 

Drain on Church Road

This has been reported many times when flooded. It was marked as no further action on the fix my street site. However, Don and myself bumped into Steve Hudson one morning with a team and were trying to find the blockage.  He suggested that kerb edging up to the Burial Ground could be an option to prevent water washing mud off the bank. Also, another sink hole further down Church Road. Nothing more has been heard since.

SID

SID is still in our possession. It has been situated on High Street near Lodge lane since May. It is now on High street near The Hall.

Bus Shelters

These have both been cleaned and the contractor paid.

Planning

141000  5a Church Road. 1 dwelling. No objection. Granted

141073  Land off Church Rd. No objection. 1 observation, concerns over entrance/exit  onto Church Rd. Granted.

Litter

A resident who regularly collects litter in and around the village asked if some signage could be placed in certain areas. The Clerk emailed Simon Smoothie who arranged for stickers to be sent to the clerk. These have been put on several telegraph poles around the village, Cow lane and Heapham Road.

Fly tipping

Several heaps of fly tipping have been reported. Some taken away but not all.

A meeting was held on the 20th June 2020 at 1 Dovecote Close to agree and accept the following issues:

To agree and sign the Certificate of Exemption

To agree the final accounts for 2019/2020

To accept and sign the Audit Annual Governance statement 2019/2020

To accept and sign the Audit Accounting Statements 2019/2020

Cllr’s Spittlehouse. Barrow and Rushton attended the meeting with the clerk's presence.

Social distancing was observed at all times and the meeting was minuted . This will be signed by the Councillors that were in attendance at the next meeting whenever possible.
