UPTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING 

Held on the 1st September 2020

 

PRESENT: Cllr D Spittlehouse.  (In the Chair)

Cllrs: P Fotheringham.    P Rushton. S Barrow.  Anne Fotheringham.

Parish Clerk:  L Holman.

 

ALSO PRESENT:  1 member of the public.

 

ABSENT: M McDaniel and E Morris.

 

Matters Raised in the Public Forum

 

The following issues were mentioned:

• Fly tipping down Cow Lane. Several new piles. Two fly tipping signs obtained from West Lindsey are in Situ. One near the airfield and one down Long Lane.

• Concerns over the caravans that were accommodating contract workers for LCC was brought up. Not following the caravan and control legislation.

• Dog fouling still an issue, no dog fouling signs requested, clerk to drop some off.

 

The council meeting commenced at 7.15.pm

 

040/20 TO RECEIVE AND RESOLVE TO ACCEPT APOLOGIES OF ABSENCE:

Apologies received and accepted Cllr.  E  Morris. Resolved.

 

041/20 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011:

There were none.

 

042/20 MINUTES OF MEETING – 16th March 2020:

It was proposed by Cllr Rushton and seconded by Cllr Barrow that the official minutes of meeting held on       16th March are approved as correct records and signed by the Chairman. Resolved.

Minutes were signed from meeting held 20th June 2020 by D Spittlehouse. P Rushton and S Barrow who all attended the meeting to witness and agree on the final accounts. Resolved.

Correspondence received including previously circulated emails.

043/20  COMMUNITY BROADBAND SCHEME PROGRESS

There has been good support for the broadband scheme. 102 residents to date have registered their   interest.  A reminder was posted on the Upton Blog giving a closing date of the 3rd September. The form will then be submitted to Openreach.  Carl Knight the Community broadband scheme officer at West Lindsey is being kept up to date with our progress.Springthorpe and Heapham asked if they could register with Upton, unfortunately they have to register separately.  

 

044/20 COUNCILLORS TRAINING DAY

No interest was shown in doing zoom training at this point. Resolved.

 

045/20 NEW WEBSITE

The Clerk informed the Councillors that the old website running with LCC will be closed down at the end of December. After 4 hours of training and still getting nowhere the Clerk requested to seek costings etc. on setting up the Parish Council’s own that complies with the latest regulations that are more user friendly. All agreed.  Action to be taken by the clerk.

 

 046/20 VOLUNTEER SCHEME DURING LOCKDOWN

A group of 8 volunteers was set up to help residents that were vulnerable or self-isolating with shopping, dog walking, prescriptions etc.  We only received a few requests which the Chairman and the Clerk dealt with.

The Chairman put it to the Councillors to send a thank you letter to all those that volunteered and to ask if they were willing to stay on the group should the Covid 19 situation returns. All in favour. Action to be taken by the clerk.

047/20 CADE LANE

An email had been received and circulated to all councillors from a resident on Hawksland Close with concerns with speeding vehicles on Cade Lane.

This issue was discussed and the conclusion was that being a private lane there is no legislation that   

Highways can impose. It was suggested that the Clerk write a letter to the footpath and public rights of way people to ask for some official signage warning drivers of pedestrians and oncoming vehicles on the blind bend. Action to be taken by the clerk.

The same resident complained about bonfires. This is an issue for environmental. Clerk to inform the resident. 

 

048/20 TO APPROVE CLERKS SALARY AND EXPENSES FOR PAYMENT:

The Clerks salary and expenses for July/August 2020 was accepted and approved. Proposed by Cllr P Fotheringham and seconded by Cllr P Rushton.  The clerk informed the Councillors that a pay increase had been awarded and to be back dated from April 2020.  Resolved.

050/20 TO CONSIDER ANY GRANTS APPLIED FOR

The Clerk had received a request for a grant from Upton and kexby Playing Fields.

The Village Hall will not be applying for a grant this year.

It was proposed by P Fotheringham and seconded by S Barrow to give the playing fields the remaining sum that would have gone to the village hall. All agreed.

A cheque for £1 500 was authorised and signed. Resolved.

 

051/20 PLANNING APPLICATIONS FOR CONSIDERATION

141329 The Forge. Padmoor Lane. Application for 4 dwellings. No objections. Resolved.

 

052/20 TO RECEIVE PLANNING APPLICATION DECISIONS

141073 Land off Heapham Rd. 1 Dwelling. Granted.

 

053/20 NEIGHBOURHOOD PLAN UPDATE

3 tenders have been submitted and were circulated to all on the NP committee for scoring to help identify for most suitable. Unfortunately, only 4 responses were received... Due to the Covid 19 situation and not being able to hold meetings, things are at a bit of a standstill,

Kexby PC is questioning whether or not the community are losing interest.

Upton Parish Councillors are willing to continue to support the plan, and that maybe things will progress now that meetings are allowed to go ahead in the village hall. This is a decision the committee must take.

 

 

The meeting ended at 8.20 pm.

 

 

 

For the record. The Clerk received an apology after the meeting from Cllr McDaniel. An emergency at the farm resulted in her missing the meeting.

 

The date of the next meeting is 10th November 2020 and will be held at the village hall.
