Community Broadband Scheme
An email from Openreach Community Fibre Team was received on the 20th October providing costings to
provide FTTP.
Core Community – 206 Premises
Initial Estimate - £328,157.00
Cost per premise - £1,593.00
All households would have to register with Openreach for £93 costing to each household.
We have 111 falling short by 95. This would be at a great cost to each household.
Everyone that registered an interest has been notified.
LCC has confirmed a contract with Quickline, meaning that we can't claim the shortfall from West Lindsey
or LCC if the contract we chose isn't with Quickline.
Openreach informed me that there are more vouchers next April hopefully with more value.
New Upton Website
The new website is now up and running and anyone visiting the old site will be re- directed to the new one.
Litter Picking
Jack Bowles is doing a community litter pick for his Silver Duke of Edinburgh Award.
He will be doing this for a period of 6 months and is presently on week 14.
In December several Councillors joined him to litter pick on Long Lane. A great haul of:

2 Car doors
1cd player
1 Grandfather clock that had clearly been there months
1 deep fat fryer
16 tyres.
Over 10 weeks he has estimated that he has picked over 545Kgs.
Traffic on Cade Lane
After having received several complaints regarding speeding traffic on Cade Lane towards Brampton Dales,
a letter was sent to the footpath people as regards signage for the road.
They suggested that the sight lines on the blind bend could be improved with some clearance of
vegetation.
Any request to site a warning sign in the initial adopted part of |Cade lane would need to be put to
Highways.
A letter was sent to all persons that voiced concerns.
Fly Tipping
There have been several amounts of fly tipping mainly down Cow Lane. These were all reported and
collected by WL.
Fires on traveller site
There have been complaints of bonfires coming from the traveller site on Padmoor Lane. On the last two
occasions the fire brigade had to be called. It appears that large amounts of rubbish are being dumped on
the site then alighted. This is then being left unattended.
Nigel Perian the Environmental Officer for West Lindsey has notified the Environmental Agency and
enforcement have been informed as they are breaching planning regulations.
I received an email 5/01/2021 from Enforcement, stating that the site had been visited and photos taken
and that the Environmental Agency are now leading the investigation since Nigel's referral in December.
Precept
A predicted expenditure for the precept year 2021/2022 was circulated and approved by all Councillors.
The estimated precept was £7,500 for the ensuing financial year. This is for the same amount claimed
2019/2021. The final claim will be applied for by 29th January 2021.

Laptop
It was agreed by all Councillors to purchase a laptop specifically for the Parish Council. The clerk has been
using her own personal PC for the Parish Council work. All relevant documents etc will be stored on this
laptop and will be available to pass on to the present Clerks successor.
Christmas Tree on Village Green
This year's tree was purchased from Neville Barnes for £40. £20 was in the kitty from last year for
batteries, and the fairy lights was still in good working order.
Footpaths
The footpath that runs up from High St to the Churchyard is in need of repair. Thank you to Mr Dann for
bringing it to the Councils attention. There are several broken and uneven slabs. The Chairman has sought
out 3 sources and asked for quotes. To present only one reply has been received.
The public footpath that runs from Main St to Ave B, footpath 52, has been reported to the relevant
bodies, it is also uneven and sloping down. It has been recognised as priority 2 and will be addressed.
Planning Applications
141621 1 & 3 Padmoor Lane.
Supporting letter submitted. Permission was granted.
141949 28 Higfh St. Alterations for listed building. No objections.
141948 28 High St. Alterations as above. No objections.
142034 Land adjacent Lodge House Lodge Lane. Amendment to original. No objections.
142078 Land East Church Rd. To remove condition 9 on the original planning application.
Residents in the vicinity was sent a letter. PC sent a letter of objection.
Census
There is a census taking place on Sunday 21st March 2021. This happens every 10 years and
helps to plan and fund services in our area.
This will be run primarily online.
Citizens Advice Donation
It was agreed by all Councillors to donate £50 as in previous years. This was confirmed by email.
Padmoor Lane Signpost
The street signage to Padmoor lane was knocked down in December. Appears that an HGV mounted the grass verge and caught it with the back wheels. This has been reported.
